Start by opening any photo into Photoshop.
Duplicate the layer. You can do this by either pressing the hot key Ctrl+J, choosing Layer > Duplicate, or dragging the background layer to the new layer button in the layers palette.
You’ll need to have the top layer selected before we add the Cutout filter. Select the top layer then go to Filter > Artistic > Cutout and play around with the settings to get the results that you like.
Now change the blending mode to Overlay and it should start to look like the final photo effect.
Here’s what it looks like after the blending mode is set to Overlay. It looks like a cheap photo effect right now, but in the rest of the tutorial, we’ll add halos around the edge to give it a more artistic look.
Make a duplicate of Layer 1 with the Cutout filter then change the blend mode of the new layer, which should be the top layer, to Hard Light.
Select the top layer then choose Filter > Other > High Pass and adjust the radius until the edges start to have a white glow, or otherwise known as halos.
